Its main objective is to establish a specific internal organization for each establishment in order to guarantee the safety of all persons present in the event of a major incident, until the arrival of emergency services.

A major event can be natural (such as a flood, avalanche, storm, earthquake, or forest fire), technological (such as an industrial accident causing a fire, toxic cloud, explosion, transport of hazardous materials, dam breach, or water pollution), or human (such as an attack or armed intrusion) causing serious damage.
